because you have to hold the connection up from your end all the time -
expensive. I know that *some* ISPs will bring it up from their end if
necessary, but then you have two problems:
call setup charges are often of the order of several $small_currency_units,
and so many very short calls will be *more* expensive than holding the
line up all the time (BTDTPaidThePhoneBill);
call setup is slow, so users get a bad experience from your site
