You can spend your money at www.quietpc.com like I did and when i got 
their
fans home I found that they are cheap chinese fans with one difference.

A 68 OHM 2  WATT resistor in series with the +12V (RED) wire.

So Simple DUH!

Goto Radio Shack (or RAT SCRAP)

Purchase a BAG of 68OHM 2 WATT resistors and now you can now
make all of your fans quiet.    Just cut the +12V RED WIRE going to your
fan and solder or tape (your choice)  I prefer solder and heat shrink 
tubing.

And your fan will become complete silent.  Does your fan still move of 
course it
does just cuts down the speed around 1000~ rpm or so.   And if you want
