    I was talking to someone who worked at an ISP one time (toad.net I
believe), who said that they once lost all their T1s.  A standard telco
repairman came out to fix the phone lines of the office next to them, and
while he was there, he tested all the lines in their box with a telephone
line tester, finding that there was no signal, he cut and capped all their
incoming and outgoing T1s.
    Of course, the ISP took the blame from the customers.
