How do you know its not the tubes, a glowing tube doesn't indicate working.
There is no substitute for a good tube tester that measures all functions of
the tube.

What is the output tube(s) (guess, 6L6GC?, very common). look for the biggest
tubes in the chassis.

To rebuild or troubleshoot you should really start with a good schematic of the
circuit. Otherwise, its going to requre really good tube circuit skills (very
different from transistor circuits). Sams Publishing produced some Photofacts
(old-time geek bathroom reading material) for tube amps. With the Photofact
anyone can troubleshoot with basic skills.
