IIRC the problem is that 1000Mbit Ethernet uses all eight wires at some
350MHz. ATM is easy to loopback if you're using ATM25 [RJ45]. Just connect
1 to 7 and 2 to 8, and vice-versa. The PHY will come up if it's been done
correctly.
