They already (sorta) did...  It's called "Soft Partitioning" and is included
in one of the later patches for SDS 4.2.1.

It's not in the same league as VxVM, but it's gradually getting there. 
Solaris 9, where SDS is renamed to Solaris Volume Manager, includes a number
of improvements.
