or downstream from a dam.

Zero sympathy here. One good Texas rainstorm where it dumps unusual
amounts of water over a short period of time taught me to buy a house on
an incline and well away from creeks, cause the sewer/runoff systems here
suck ass.

We received 18" last week and all the water (both from the sky and that
had collected in the pool and thus drained) ran into the neighbors' yards
on either side of us. When the pool was put in, they graded the lot
accordingly to do so. It rocks.
