In a lot of cases, in order to get federal rebuilding aid from FEMA, you
HAVE to rebuild in the same place....sometimes with only a few changes,
sometimes with none.

Its the same thing with morons in california who build their houses on the
side of a hill made from nothing but clay and then whine when their house
winds up at the bottom of the hill after a rainstorm.

Of course, they get federal aid and rebuild on the same spot.
