Thanks to the Telecommunications Act of 1996 (sec #207).

CC&Rs cannot prohibit dishes of one meter in size or less other than for
safety reasons.  In Alaska, the dish size limit is not in effect (yes, the
FCC reg mentions Alaska specifically).

State or local laws may grant additional protections from homeowners
associations, but they cannot override the FCC regulations.
