Razorfish claimed to have built some of these, and several were installed in
restaurants in NYC.

Here is a related question...
I once heard of a device that could send a highly directional
electromagnetic pulse that when aimed at a car with an offensively loud
sound system would render said sound system useless. Or at the very least,
pop the subwoofer. 

Could such a device be built practically? Of course, that depends on your
definition of practical. It would be important not to harm any living things
or innocent electronic equipment.
