TOPS-10 and -20 are operating systems.

Yup. The PDP-10 (DECsystem-10, DECsystem-20) are considered
mainframes, and are typically much larger by nearly all measures. They
are *not* (as the model numbers might suggest) the predecessor of the
PDP-11.
