In the US, that's basically what it *DOES* mean. Just ask any of the
gun control lobby. Their *stated goal* is to eliminate ALL private
possession of firearms in the US, PERIOD. Hunting, target shooting,
collecting, personal paotection, it doesn't matter, take'em all away.
Several of the leading figures have even made public slips in which
they've admitted they don't care whether it has any effect on crime,
they just want all the guns gone.
After the Brady Bill (mandating a waiting period for purchases) passed,
the president of HCI crowed at a press conference, "The NRA said this
bill would be the nose of the camel under the tent. Well, here's the
rest of the camel." This after stating flat out in the same conference
that, their claims prior to passage notwithstanding, HCI knew *and had
known from the beginning* that the bill would have no effect on crime.
