I know, but that defeats the purpose. I already know that I can do it
using UNIX tools, in fact I'm pretty sure I can find a script to do it
automatically already written somewhere. And yeah I am quite familiar
with cygwin. I use it pretty regularly though I actually don't have it
installed at the moment. 

The whole point is to find a native windows app that does it already
(preferably in a clueful and easy to sue way). That I could use on
systems not running cygwin etc... Or that I could use without installing
perl or some other scripting system onto a windows box. Ideally one that
I could get my mom to use if possible.
