He isn't lying; you've lost your alternator or the voltage regulator. My
Sentra lost it's regulator; it froze wide open. 13V at idle, 19V at 4KRPM.

Suprizingly, everything survived this for two weeks until I got a
replacement. Kudos to the Japanese.
