When you "blip" the throttle during a down shift
(in that brief moment when the trans is in neutral, in
between gears) in order to get the engine RPMs up to
where they will be in the lower gear.

While it will not hurt a stock tranny at all to do
this, it is not really necessary unless your syncros
are shot to hell or you are running a purpose built,
syncro-less, racing transmission.
