My initial reaction was to find a cheap 1U server and use Linux on it
(since I know ipchains and I don't know pf), but we ended up going with
this:

Pretty slick little embedded linux box that does everything we want and
even throws in traffic shaping for good measure.

Thanks for the recommendations, even if I didn't end up using any of
them :)
