I suspect the electoral college will be kept around for the same reason 
we still have an AS/400 in the basement.  It works, there isn't 
anything really _wrong_ with it except that it lacks the flashy 
excitement of a MS (spit) Server 2003 install* and replacing it's 
functionality with the newest software from PeopleSoft or JDE is too 
expensive 'this year'.
