$WORK currently does that, although not at the same frequency as evals.  Anyone above first-line supervisor (I'm one - we're in the trenches with the rest of the staff) has to do a "360" eval. biannually.  The 360 is conducted by someone outside that manager's direct chain and includes the manager's supervisors, peers, and direct reports.

Not to say that we don't have some [0] who seem to have blackmail material on their bosses, but everyone knows who they are, they have HR folders a mile thick, and anyone can refuse to work with them.

[0] One such character is infamous; his boss was told by a customer that having this guy at a proposal review would cause them to immediately reject the proposal.  Boss sent him anyway, and the customer reps - about 1/2 dozen - immediately stood, walked out of the room, and turned the light off on the way out.
