yes they do!  that's what swung me.

they give you a temp number until they get svc up, then they send
paperwork authorizing the number snatch.  after that, the pair becomes
a data line and verizon stops billing you.

i read a letter from a local at&t exec in the boston globe business
sec a few years ago, commenting on verizon's whining about how
providing clec access was ruining them.  the exec pointed out verizon
had just boasted to their stockholders that pots svc had a 50% profit
margin...
