You may be able to find a Sony BVM or PVM series monitor refurbished for
that sort of price range.
These do not suck. They will likely fit in a 19" rack. They should
have either Y/C inputs, or perhaps component, and maybe have expansion
bays for other types. They probably will have crappy built in speakers,
but you can ignore them. They probably won't have front inputs, but
hopefully they will have a least two sets of rear inputs.
What I'm suggesting would be a bit unconventional, but it might fill
your needs nicely.
