I would agree to that.

How many of us actually influence buying decisions at work? No, really.
I'm in the education "industry" and it's whatever is the cheapest bottom
line or what ever will give us the most "goodies" whether it actually
works for the purpose or not. But this could be all because the decision
makers are so computer illiterate they can't even load paper into a bubble
jet printer much less spell computer.

That and the fact that they do anything to to "eliminate" the competition.
(Can you say "vaporware", lindows, BSA?) Heavy marketing does help.
