Far too often, yes, for the kind of value of "learning" I, and I think
most of the people contributing here, care about.

Perhaps - but by that metric there are damn few non-bad tests and
non-faulty teachers; the rest have to make do as best they can.
It's not easy to build a test that can't be passed by cramming (and
then forgetting after the test), which may be "learning" in the sense
of knowing when tested on it, but isn't really "learning" in the
longer-term sense.
