That's not really true.

Anonymous calls to emergency and police personnel are protected by law
and an operator or police line personnel following procedure will tell
you that.  If you'll use your head, you'll see there are very good
reasons for that.

In any case, 911 was just a convienient example because it is
specifically covered.

GPS location services are capable of being used by all kinds of third
parties, and I just think you should be able to turn it off if you want.
They are already legally required to protect cell location information
and that should be tightened up a bit as it is.

The potential for abuse of this is incredibly high.
