Servercase.com has a tremendous selection of rackmount cases. I don't know if
you can get a 4U case that will hold 16 hotswap drives plus a DVD.

They have several cases that have a SATA backplane which will work with
controllers from 3ware and maybe Adaptec. That will eliminate a lot of the
cabling hassle.

For the rest of the stuff look at newegg.com. Their prices aren't always the
very cheapest, but they are always close.
