Actually, I've never heard anything stating whether he did or not.
Texas law at that time would have made it illegal to take the gun into
the restaurant in any case.  What I *can* tell you is that after Florida
passed its shall-issue concealed-carry law, they found that permit
holders were on the whole not only more law-abiding than
non-permit-holding citizens, but in some districts, more law-abiding
than the police themselves.
