Precisely. The high sulfur content (up to 500ppm) has been the killer.
Incidentally that was fixed just last week ;) Fuel quality is much
higher with my latest tank of fuel: less smoke, pulls harder off the
line, etc.
Most of the really neat diesels will be showing up in as a late 2007 MY
or 2008 MY vehicle, dunno about Toyota though.

Yes, the government requires that imported vehicles be altered to meet
US regulations. Depending on the vehicle it can cost tens of thousands of $
