Yes.  I sometimes add flags like -dSAFER, but it works for me to run it
like that.

I wonder what's wrong with yours that it doesn't work for you, despite
being supposed to work.  I have a build-time patch, but it doesn't do
much - it just fixes up the isntall directories to match my install
paradigm, fixes the flags for X, and adds fzlib.dev to FEATURE_DEVS and
x11cmyk8.dev to DEVICE_DEVS.  I suppose fzlib.dev might have bearing on
PDF support, but it seems unlikely to me.

Me neither.  If that happens, I expect to see PDF readers which are
patched so that scripting works fine except that all network comm
attempts fail.  Then of course we'll see documents that phone home to
get decryption keys or some such arms race...and people will complain
(reasonably enough) that they aren't usable when offline.
