- is Bill's server secondarying from the correct IP address? the zone
serial number in the the SOA is very different. (2007011725 on your
server, 2003040113 on his)

- you have a server listed in your domain registration
(ns.siliconsec.com) that doesn't respond to DNS queries, at least not
from where I am.

That's all that immediately looks wonky from the outside.
