[geeks] Free web proxy in the U.S.?

My wife needs to access a web site (www.philly.gov), that blocks connections
from outside of the U.S.

Does anyone know of a free web proxy based in the U.S. or if you operate
a web proxy and would be willing to let her use it, please let me know.
