hmmm...  upper mgmt licenses?  i like the idea.

i've thought something like this should apply to politicians ever
since i read [years ago] that psych profiles of them - compiled from
their public appearances and utterances - are overwhelmingly dominated
by self absorption and power obsession, but rarely show much in the
direction of responsibility...  the two problems with this are of
course that you'd have to get pols who by and large would fail the
tests to pass enabling legislation, and you'd have to find someone
trustworthy in the face of monstrous pressure to administer the tests.
never mind the fight over what would be considered 'acceptable'.
