Shapeshifter?  Or Sheepshaver?  Shapeshifter was a 68K Mac EMU that ran
on Amigas.  Sheepshaver is the PowerMac emulator.  If you're wanting OS 9, I'm
guessing you want the PPC emulator.

A suitable ROM seems easy enough to download right from Apple:
