At work, we have a machine with a cellphone connected to it sending
SMSes to whoever the relevant on-call person is according to the
on-call schedule we've given it.
It's not clear whether this would work for you, especially given your
zero-budget restriction. For us, it turns out that one cellphone
"line" and the outgoing SMS costs (I don't know whether we found an
unlimited plan or whether we pay per-message) is well worth it. If you
want, I can find out the software details. I know we're using nagios
as a monitoring framework, but I don't remember the names of any of the
other pieces.
