It's just a way of forcing people to give them some concession in
exchange for going back to the old system. I read an article in the
Jerusalem Post today about a coffee shop that desrved to be unionized
(they kept tips instead of paying them to the employees, did not provide
rides for people who worked after midnight, did not pay overtime, all of
which are required by law)

After years of conflict and an eventual chain wide strike, they gave in,
but small print was the union agreed to do $75k a year in business
with them.
