diminished capacity.  there's a standard legal test to determine
whether a person is capable of regulating his behavior, making
responsible decisions, etc; it's intended for trial situations and the
like.  if you fail it, someone is appointed by the court to decide for
you.  however, i read of a psych experiment that showed teens don't
pass it until about age 16; at 15 they still flunk.  this is just
about the time we start to consider them adult...
