In theory, that kind of thing is what taxes are for: providing services
"for free" that are judged (by society, as vested in the entities it
creates and grants taxation power to) valuable enough for society as a
whole to pay for rather than making their users pay for them directly.

I will readily agree that this is theory is usually somewhere between
"mediocre" and "bad" as a match to reality. :(
