I know several people in the US who have cell phones because they
get "free" long distance service nights and weekends. 

One friend bought a pay as you go phone for $50 and pays $25 a month
for unlimited calls 24/7 in the US and Canada. It may not be the best
option, or the cheapest, but it was the simplest.
