Yes. The proper term is hackintosh. The problem is, the components inside
the computer must be supported by OSX. You can boot it off of USB key,
AFAIK.

www.osx86project.org is your best bet for figuring out the right way to do
this.

The easiest thing for you to do if you don't have a Mac would be to get a VM
of OSX via one of the torrent sites, boot that up on your PC at home, and
then use that to boot a CD Image (ISO) of OSX to install it on a USB key
that you can then run at the cybercafe.

If you do have a Mac, just boot it off the CD and select the USB key as the
target drive for install. Then download the various drivers from
osx86project and put them on the USB key.
