Anarchism includes but is not restricted to individualism. You're
assuming that "no government" also means no mechanism to replace the
functions of government. The hypothetical power grabber isn't going to
be too successful if everyone ignores them.

I'm not sure how you could "scale up" an anarchist society to manage a
country-sized society; it's a difficult problem. But anarchism can and
has worked in the small scale.
