The pay-as-you-go plans are very reasonable, she could go to a best  
buy or a Wal-Mart and get a phone for as little as $20, plus airtime,  
with airtime as low as 10 to 15 cents a minute...

We've used such phones in the Trenton, NJ area for a son that seems to  
lose more than his share of electronics, and we've never had a  
problem. Service is fine, and coverage is good.

For about $20 for the phone an $25+ for airtime she should be fine,  
and you can avoid any possible credit card/billing excitement...
