absolutely.  it's human nature to game any system of rules.

this isn't fair to children with exceptional needs though.  perhaps a
standardized aptitude test which any reasonably well qualified
educator could administer, with defined cost pricing of the results?
then charge that back to the sending district.

i'm seeking an approach that accounts for needs but minimizes gaming
potential.  somewhat incompatible goals, i know...
