Well, actually, no.  Practically speaking, what it does is ensure that
there are exactly two contenders on the ballot for every office, one
Republican and one Democrat.  Anyone else might as well just go home,
because if they can't get more nomination votes than either the
Republican or the Democrat, they're not getting on the ballot, period.
