If it's PS/2 (or USB) it's likely picking up power from the keyboard  
and mouse ports. Try yanking all the cables out and turning it off.

My USB KVM is powered off the USB or a wall wart, my previous PS/2 one  
was powered off the PS/2 bus also. I much prefer the Compaq/Avocent  
approach of having a on/off switch that actually turns the bugger off!
