[geeks] ebay question

Has anyone every bought something from eBay and a week later the seller
is "no longer a registered user"? The record of the transaction is gone
from my history. 

Should I file a paypal complaint now, or wait until it arrives or
doesn't, about a month?

If it matters, the total including postage was $18.
