[geeks] web software to approximate an anonymous ftp site?

So, $WORK2 has an anonymous ftp site they use for transferring files
back and forth to customers.  /incoming allows writing when one
anonymously ftps in, but those files can not be read by those users.
/outgoing can be read by anonymous ftp users, but can't be written to.
Local users use scp/ssh/sftp to access this stuff.  Pretty standard
fare -- ugly, perhaps, but functional.

Well, they want to replace this with a web based version that another
office has used.  The package is called TRUfusion from a company
called Trubiquit.  It's something like $300 + $59/year maintenance for
a 20 user license (and I'm not even sure how users are counted.)

However, googling for this software makes me recoil in terror (or at
least mild disdain) --

... it's one of the most buzzword compliant pieces of writing I've
seen in a while, and based on this I can't even tell what it does.  (I
have an idea what it must do, but I haven't seen it in action.)

It seems to me that this is an application that's just screaming for a
simple php or cgi based application, and it's probably a pretty
commonly wanted thing.  Hell, I could write something easily enough,
but I'm not looking to re-invent the wheel.

I've done some searches for similar software, but the right search
terms are elusive, since it's one of those things you'll know when you
see it, but it's hard to desribe.

Anybody aware of such a software package?  Or has anybody used this
TRUfusion and found it to be ... simpler than their marketing people
make it sound? :)
