I am 100% sure the server logs say 301, and so does the browser, and so does
wget if I tell it to be verbose.

I suppose the server could be giving the 301 in error, but it does definitely
seem to be giving it.

I didn't quite understand that either.

The goal it seems is to turn www.domain.com/whatever into
www.domain.com/whatever/index.php
