The 'free license for pirated copies' program is distinct from the 'free
license for system testers'.
The pirate program has been rescinded/repealed.
The other program, for testers, was literally just announced a few days ago.
That the license agreement doesn't reflect changes announced a couple days ago
is hardly surprising.
The link I provided was based on direct quotes from senior MS officials
speaking on the record.
Computerworld confirms permanence of a Win 10 license for testers:

no money spent, forever?"
