Possible? Certainly. It may be difficult, though, since I _think_ 3.x
depended on nd for disk access, and I don't know how documented nd is.
NetBSD has an ndbootd which serves nd in a limited way;
http://www.netbsd.org/docs/network/netboot/nd.html might be worth
reading - it's possible the limitations are because nobody bothered to
write anything more elaborate rather than because there's a real lack
of info.
If 3.x doesn't depend on nd, then it should be fine, since everything
necessary exists in many versions - I'm fairly sure all it'll need in
that case is rarp, bootparams, and NFS (and NFS's support protocols,
such as the RPC portmapper).
