I wouldn't be surprised if such registrars exist - there's folk who
manage thousands of domains and an API interface would be handy. And
it's not just criminals (although they're a big customer base for mass
domain registrations). And easyDNS does have a REST API (I can't tell
you how functional it is).
I'd suggest looking at easyDNS myself - I use it for $work (~50 vanity
domains) and selected 'em after considerable due diligence many years
ago, and not found a reason to move away as yet. And they'll be more
familiar with the intricacies of dealing with .ca domains as they're
Canadian.
Plus they're familiar with registration only domains
