I've got a couple of Digital VT-1200s on auction at the moment:

These might fit your bill, the software's all loaded in ROM. They're not
the fastest things in the world, but they well, and as a bonus, you can use
the serial ports on the units to hookup to stuff as a serial terminal, and
then pop a window up that's a VTxxx session to that port (I think it does
VT100, 220, and 3x0 IIRC).
