HTDIG has a tolerable web crawler but the text indexing and search
facilities leave a lot to be desired.

I would personally advise going with either Isearch/Isite or Zebra and
using a web based Z39.50 gateway (like Europagate or Zebril) on the web
side.  Very fast and flexible compared with the other alternatives.
Unfortunately it's not a trivial thing to set up.
